Institutions that serve the public are judged, in the end, by the record that others keep of them. The statements an organisation issues about itself establish intention. The reports written by independent journalists, wire services, partner institutions and public authorities establish reception: the evidence that its work entered public life and was understood there. This archive assembles that second record for the Read and Earn Federation for UNESCO, and offers it to scholars, partners, diplomatic missions and citizens as a verifiable account of how UNESCO REF and its President have been reported since 2019.
The reports gathered here fall into four periods. Read in sequence, they describe an institution that began with international partnerships for youth education, extended its mandate into food security and national security, reached national scale through collaboration with the Federal Government, and has now turned to the financing of higher education.
2019 to 2022International partnership for youth education
Partenariat international pour l'éducation des jeunes
The earliest reports concern The August Project, a ten-year programme of intellectual, leadership and economic capacity building for Nigerian youth. Coverage in this period is notably international. British education press reported the participation of Arden University and the Association of Business Executives, and the Commonwealth Enterprise and Investment Council recorded the entrepreneurship course developed with UNESCO REF. In September 2022 a company listed on NASDAQ announced its Global Learning Exchange partnership with UNESCO REF through a global wire service, and the announcement was carried by financial portals in the United States and the United Kingdom.
The future of food is no longer buried beneath the soil.
2023 to 2024Food security and national security
Sécurité alimentaire et sécurité nationale
The record then turns to two fields in which development policy meets public order. The Young Women in Agriculture initiative, unveiled in June 2023 under the Strategic Intervention Programme ALPHA, was followed through a sustained sequence of dispatches from the News Agency of Nigeria as it gained the partnership of the Police Officers' Wives Association, the Ogun State Government and a committee of the House of Representatives. In August 2024 the UNESCO REF Nigeria Police Youths Summit, convened on International Youth Day in the weeks after nationwide protests, was reported by Voice of America, Arise Television and the principal Nigerian dailies, and gave the institution its widest international audience to that date.
2025National scale
À l'échelle nationale
Coverage reached its greatest volume in 2025, with 34 reports in a single year. The flag-off of the campaign to mobilise twelve million young women into agriculture, the inauguration of the Soil to Security campaign team, the partnership with the Office of the Senior Special Assistant to the President on Food Security for 4.5 million Nigerians, and the urban agriculture programme in Lagos were each reported by several national titles on the same occasion. Such simultaneous reporting is a recognised indicator of sustained editorial interest, as distinct from the single notice that a press release alone tends to attract.
2026Access to international higher education
L'accès à l'enseignement supérieur international
The most recent coverage concerns the Educational Financial Facility Scheme, through which UNESCO REF, with the University Application Portal and UNICAF, has opened internationally accredited higher education to Nigerian students and reported its first beneficiaries. In parallel, the President's statements on child labour, teacher training and the protection of childhood have been carried as policy commentary by the national wire service and the leading dailies.
Reading the recordBreadth, continuity and attribution
Étendue, continuité et attribution
Three features of the record deserve the reader's attention. The first is breadth: 50 distinct outlets in 6 countries and regions have reported the institution, among them wire services, broadcasters, financial terminals and specialist trade press. The second is continuity: coverage is recorded in every year since 2019, and it follows programmes through their stages, from announcement to partnership to the first beneficiaries. The third is attribution: in 48 of the 92 reports the President is quoted directly, which places the reasoning of the institution on the public record in the words of independent publishers.
The archive is a compendium and not a newsroom. Headlines are reproduced as each publisher printed them. The note beneath each headline is written by the UNESCO REF Media Centre to describe the report, and the full text remains with the publisher, to whom every entry links. A report is entered only after its link has been opened and its reference to the institution confirmed. Reports of events convened with UNESCO REF in which the publisher refers to UNESCO in general terms are labelled as event coverage, so that the record neither understates nor overstates what each publisher wrote.
